Ingredients:
For the Dough:
- 2 ½ cups all-purpose flour
- 1 tsp salt
- 1 tsp sugar

Instructions:
Prepare the Dough:
- Mix dry ingredients: In a large bowl, combine the flour, salt, and sugar.
- Cut in the butter: Add the cubed butter and mix until the texture becomes crumbly, like sand.
- Add wet ingredients: Beat the egg with the ice water and vinegar. Gradually add it to the flour mixture, mixing until the dough just comes together.
- Chill the dough: Shape the dough into a ball, wrap in plastic, and refrigerate for at least 30 minutes.
Prepare the Filling:
- Cook the beef: Heat olive oil in a pan over medium heat. Add the onion, garlic, and bell pepper, cooking until soft.
