Ingredients:

- 2 tablespoons rice vinegar

- 2 tablespoons vegetable oil
- 3 cloves garlic, minced
- 1 tablespoon ginger, minced
- 1 red bell pepper, sliced

Instructions:
- Prepare the beef:
- In a bowl, season the thinly sliced beef with salt and pepper.
- Coat each slice of beef with cornstarch, shaking off any excess.
